Explanation
During the formation lap, Car 27 (Hülkenberg) and Car 30 (Lawson) were out of position at Safety Car Line 1, with Car 27 failing to enter the Pit Lane as required. A mandatory Stop-and-Go penalty was imposed under Article B5.6.4 of the FIA F1 Regulations, but was suspended due to mitigating circumstances, per ISC Article 12.4.6. Hülkenberg received a reprimand — his first of the season — for failing to start the formation lap in the correct order. No competitive impact occurred, as both cars resumed correct positions before the race start.

B5.6.4 Overtaking during the formation lap is only permitted if an F1 Car is delayed and F1 Cars behind cannot avoid passing it without unduly delaying the remainder of the field. In this case, drivers may only overtake to re-establish the original starting order. Any driver delayed in this way, and who is unable to re-establish the original starting order before they reach the first safety F1 Car line, must enter the Pit Lane and start the TTCS from the end of the Pit Lane. A Stop-and-Go Penalty will be imposed on any driver who fails to enter the Pit Lane if they have not re-established the original starting order before they reach the first safety F1 Car line.
