FIA International Sporting Code - Article 11.7.1a
11.7.1.a The stewards appointed for an Event have supreme authority for the enforcement of the Code, of other applicable regulations of the FIA, of national regulations and Supplementary Regulations and of Official Programmes within the framework of the Event for which they are appointed. They may therefore settle any matter that might arise during an Event, subject to the scope of their appointment (i.e., stewards may be appointed for specific Competitions within an Event) and subject to the right of appeal provided for in the Code. However: 11.7.1.a.i they may delegate their authority to a panel of stewards of one of the subsequent Events for the same Championship, cup, trophy, challenge or series or alternatively to a panel of stewards assembled for this 85 FIA International Sporting Code Application from 1st January 2026 purpose (which shall be selected by the authority responsible for the selection of the original panel) in cases where a decision must be taken after an Event for any reason. Where a national steward is part of the panel of stewards, the ASN which appointed the original steward may provide a steward to one of the subsequent Events, or may delegate their authority to the national steward of the panel of stewards of one of the subsequent Events; 11.7.1.a.ii they may delegate their authority to the Out-of- Competition Stewards Panel, if appointed for an FIA Championship, in cases where a decision must be taken after an Event for any reason and the matter is time-sensitive such that it would not be appropriate to delay resolution until the next Event (e.g. where the matter needs to be resolved during a shutdown period or between Championships); where the alleged breach does not have an immediate and direct impact on the Event; or where the alleged breach relates to or has an impact on more than one Event; and 11.7.1.a.iii they may (upon the joint report of two international stewards designated by the FIA) recommend that the prosecuting body of the FIA bring a matter before the International Tribunal in accordance with Article 12.3.5.
